Harley Davidson (NYSE:HOG) Continues Steady Journey Amid EU Tariff Increases on “Boats, Bourbon, and Motorbikes”

Harley Davidson (HOG) finds itself in a familiar position as the European Union (EU) prepares to impose tariffs on a range of products, including “boats, bourbon, and motorbikes,” in retaliation to U.S. tariffs on steel and aluminum. The 27-member bloc has announced countermeasures targeting U.S. goods valued at €26 billion ($28.3 billion), which will be partially implemented on April 1st and fully enacted by April 13th. This action will reignite “rebalancing measures” initially introduced in 2018 and 2020 against the first series of Trump steel tariffs that affected items such as motorcycles and whiskey.

This situation is reminiscent for motorcycle manufacturer Harley Davidson, which experienced a drop in its stock value back in 2018 when the EU responded to Trump’s earliest trade actions with tariffs. During that time, the EU raised tariffs on Harley-Davidson motorcycles from 6% to 31%, prompting the company to caution that an average Harley bike exported from the U.S. to the EU would cost around $2,200 more, resulting in a loss of $90 million to $100 million annually.

Familiar Circumstances for HOG

In a recent report, HOG acknowledged the looming challenges it faces once again. Based on the history of incremental rebalancing tariffs the EU enacted in 2018, the company stated in its annual report dated February 26th that it anticipated foreign countries, including the EU, to introduce rebalancing tariffs in response to the steel and aluminum tariffs already disclosed by the U.S.

If the EU decides to reinstate previously suspended tariffs, it will mean HOG motorcycles imported into the EU could face a 56% tariff, significantly elevating costs.

Harley-Davidson’s response previously was straightforward: shift production overseas. “To mitigate the significant cost of this tariff burden long-term, Harley-Davidson plans to relocate motorcycle production for EU markets from the U.S. to its international facilities to circumvent the tariff burden,” the company stated in June 2018.

However, the escalation of the trade conflict complicates this process. Additionally, the upcoming tariffs will inflate the costs of components and materials used in the manufacture of the company’s motorcycles and other products, further squeezing margins.

Back in 2018, the U.S. implemented tariffs on steel and aluminum imports from the EU. In response, the EU applied incremental rebalancing tariffs of 25% on selected U.S. goods, including non-electric motorcycles. In April 2021, these tariffs began to affect motorcycles imported from the company’s manufacturing sites in the U.S. and Thailand. On October 21, 2021, the U.S. and EU temporarily suspended these tariffs, with the EU’s suspension set to expire by the end of March this year.

Wall Street currently holds a Moderate Buy consensus rating for HOG stock, based on four Buys, five Holds, and one Sell. The average price target for HOG stands at $30.13, suggesting a potential upside of about 16% from current levels.

The Harley-Davidson CVO Pan America exhibited rapid acceleration across the speed spectrum.

Additionally, its capacity to decelerate quickly made it easier to handle on uneven surfaces, as noted by Motor Cycle News.

The suspension was effective across various terrains, from rocky Alpine paths to sandy trails in Suffolk, and even for daily 100-mile rides, according to the rider.

Its seat provided remarkable comfort, facilitating long-distance journeys, including a 1,025-mile trip in under 24 hours.

The adjustable windscreen shielded the rider from the elements, though it fell short of the comfort offered by competitors like the BMW GS.

In terms of aesthetics, the Pan America is eye-catching, sporting an aggressive fairing and stance reminiscent of 1960s muscle cars rather than the bulkier adventure bikes of the 1970s.

However, the motorcycle was not devoid of its shortcomings.

The absence of a standard 12V accessory point was a source of annoyance for the rider, who found it necessary to employ an adapter or directly wire accessories to the battery.

Engaging the kickstand proved to be more challenging than anticipated, presenting a minor but irritating inconvenience.

Most concerning was the occasional dropout of the fourth gear during rapid acceleration.

Harley-Davidson’s 2025 Lineup: 7 New Bikes Unveiled

Although infrequent, this issue was enough to undermine the riders’ confidence.

Despite its flaws, the rider regarded the CVO Pan America as a dependable and exhilarating companion over an extensive journey.

Its formidable power, comfortable suspension, and all-day comfort solidified its reputation as an excellent option for both spontaneous weekend rides and grand adventures.

According to the rider, while occasional gear troubles were noted, the overall experience left a lasting positive impression.

Though the Pan America has its quirks, its commanding power and distinctive presence establish it as a notable vehicle in Harley’s offerings.

What are the new and refreshed Harley-Davidson motorcycles for 2025?

The all-new 2025 model lineup includes:

The Street Glide Ultra designed for extensive touring and the Pan America 1250 ST adventure sport motorcycle.

Additionally, Harley-Davidson has refreshed six iconic Cruiser models for 2025: the Low Rider S; Low Rider ST; Breakout; Heritage Classic; Fat Boy; and Street Bob.

The Sportster S has also received updates.

A collection of limited-edition Custom Vehicle Operation (CVO) motorcycles features four models: CVO Street Glide; CVO Road Glide; CVO Road Glide ST; and CVO Pan America.

The manufacturer states that these innovations complete the 2025 Harley-Davidson line-up of Grand American Touring, Cruiser, Sport, Adventure Touring, and Trike motorcycles.

Ultimately, the CVO Pan America fulfilled its promise of adventure, even if it was not immaculate.

This lineup features the new Street Glide Ultra long-distance touring model and the Pan America 1250 ST adventure sport motorcycle, alongside six revitalized Cruiser models for 2025.

EXCLUSIVE: Motorcycle aficionado John Dingwall never had the opportunity to ride his dream Harley Davidson during his lifetime, but his loved ones arranged a fitting tribute for his funeral.

Biker John Dingwall enjoyed a farewell ride in a special sidecar hearse beside his dream Harley-Davidson motorcycle.

The motorcycle lover, who passed away at the age of 68, had always dreamt of a road trip on an iconic Road King, yet never had the chance. However, his dream was fulfilled when his coffin was transported by the classic bike before he was laid to rest.

The resident of South Shields, Tyneside, led a procession of over 50 bikers. On that day, his brother Robert spearheaded the emotional convoy, revving their engines in unison until John entered the crematorium.

His wife Louise remarked: “John’s final journey was precisely what he would have wanted.

“He lived his life in the saddle, and now he’s taken one last ride on his dream bike.”

She expressed her gratitude to Co-op Funeralcare South Shields for arranging what she described as a “truly fitting tribute”.

Louise added: “We were all deeply moved by the motorbike hearse, which allowed John to be encircled by his family, friends, and fellow riders.”

John was introduced to the world of motorbikes by Louise and soon became an “avid biker”, even learning how to construct them and obtaining a welding qualification from South Tyneside College, where he enjoyed lunch with his daughter Chloe, who was also a student there.

His craftsmanship allowed him to build over 100 motorcycles and several teardrop trailers.

He rode a variety of bikes, including models from Suzuki, Yamaha, Honda, and Kawasaki, yet he always longed to experience the thrill of riding a Harley.

John earned numerous medals at biking rallies and raised significant funds for air ambulance services and children’s charities.

He was a passionate supporter of veterans and participated in rides to Bents Park in South Shields for Armed Forces Day celebrations.

Louise said: “John always made a point to support those in need.”

Sophie Alderson from Co-op Funeralcare remarked: “We were committed to allowing John a chance to ride his dream bike, the Harley Davidson Road King, so David Nye, the funeral director at Co-op Funeralcare South Shields, reached out to Motorcycle Funerals, which provided a specially-fitted custom hearse sidecar that truly honored John’s passion for the open road.”
